Not sure. I think medianoche was thinking in the right direction where the other nations were attacking and not getting along so the Avatar was born. I'm not sure...

I've looked it up on dictionary.com but cant remember exactly what it said. It kind of gave a general idea and was close to what Aang acts as.

And on the topic of why didnt the Avatar teach the others to bend. Well, not everyone born in the nations (except air) can bend. So I suppose you might have to discover that you could bend on you own or take some sort of test. But still, I wouldnt want to go around a teach atleast a few people from each nation to be master benders, would you?
